Around 100 hundred families were forcibly evicted from a village in the municipality of Chiclayo on Wednesday.
Angry residents threw stones and shouted at officers.
Riot police then used batons and tear gas to clear the area, which has since been allocated for the development of a waste management plant.
The Swiss-backed project has been dogged by corruption ever since it was first mooted in 2013.
The city currently produces more waste than it can currently safely dispose.
