Kallam is a 1983-batch IAS with a post-graduation degree in Agriculture and Masters in Business Administration from Australia. He has over 30 years of service record. He had previously handled many important assignments in the Government of India as well as in the Government of Andhra Pradesh.
He also served as executive officer of the Tirumala Tirupati Devasthanams and held other prestigious positions as the chairman of Visakhapatnam Port Trust, Visakhapatnam, and had been the chief secretary of Andhra Pradesh.
The government will provide facilities like travel allowance, dearness allowance, government vehicle, and accommodation to Kallam along with nine office staff. YS Jagan Mohan Reddy's YSR Congress party secured a thumping victory in the assembly and the Lok Sabha elections. While YSRCP won 151 seats in 175 member-assembly. It also won 22 out of 25 seats in the Lok Sabha polls.
The arguments about YS Jagan Mohan Reddy‘s Petition to exempt him from court appearances concluded the other day and the judge posted the verdict to November 1st. During the arguments, the counsel appearing for the Andhra Pradesh Chief Minister made some interesting comments to support Jagan’s claim.
“It will cost a whopping 60 Lakhs for Jagan to commute between Hyderabad and Amaravati. Since he has to appear before the court every Friday, it will cost 60 Lakhs per week which is too costly for the state reeling under severe financial stress after the State Bifurcation,” the Counsel said.
This has become a point of discussion in social media. TDP fans are saying that this is just an excuse to escape the court appearances. On the day of these arguments, Jagan spends the same 60 Lakhs to come to Hyderabad and attend an engagement ceremony and marriage in the families of a former MP and an industrialist.
“If he can spend money for unofficial trips, this concern for the state finances is a blatant lie. Courts should set a precedent by slashing the petition and declaring that everyone is the same before the law,” TDP supporters allege. YSR Congress leaders and supporters are anxiously waiting for the verdict on November 1st
"The Legislative Capital will remain here (Amaravati) only," he noted. Several ministers and ruling party MLAs, who spoke on the Bill, hit out strongly at the former Chief Minister, accusing him of indulging in a scandal in the name of building the state capital.
The TDP legislators, on the other hand, tried to defend the Amaravati project and said thousands of farmers gave up their fertile agricultural lands for it.
"You can't demean the sacrifice of the farmers," they said. The lone member of Jana Sena Rapaka Varaprasad too supported the government on the three capitals, violating the party stand.
The AP Decentralisation and Inclusive Development of All Regions Bill, 2020, also provides for dividing the state into various zones and establishing zonal planning and development boards.
The village and (municipal) ward secretariats system that the government brought in in October last year now gets statutory backing as it has been made part of the new Bill. The TDP members raised objection to the introduction of the Bill and stormed the Speaker’s podium. Amid the din, the government also moved another Bill to repeal the AP Capital Region Development Authority Act, 2014.
